Keir Starmer's Supporters Begin 'Block Andy Burnham' Effort to Thwart Mayor's Commons Re-entry

Key supporters of Prime Minister Keir Starmer have reportedly kicked off a concerted initiative to stop Andy Burnham, the Labour Greater Manchester Mayor, from securing a comeback to parliament. This move follows the resignation of a Manchester MP, which has prompted an upcoming byelection.

Major Obstacles in the Selection Procedure

Multiple members on the party's ruling national executive committee (NEC) have apparently suggested it would be virtually impossible for Mr. Burnham to navigate the selection process. This is primarily due to the sizable presence of supporters of the Prime Minister on the committee who are keen to avert any potential challenge to Starmer's leadership.

The party apparatus reportedly mobilised following the revelation of the MP's planned resignation, with party figures and MPs raising concerns about the considerable financial cost and political risk of a subsequent mayoral race in Greater Manchester.

The Mayor's Aspirations and Party Concerns

Andy Burnham has made no secret of his political ambitions. Previously, he caused consternation in Downing Street and among senior ministers when he stated that many MPs had urged him to stand for the Labour leadership.

There has long been speculation that he is aiming for a return to parliament to possibly contest the Labour leadership if a contest to Sir Keir emerge. Nevertheless, supporters of the Mayor have cautioned against overstating the extent of any scheming, stating he is deeply committed to his job as mayor and would only return Westminster if he felt he had a meaningful contribution to make.

"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a source close to Burnham remarked.

Current Climate and Poll Ratings

Amid polls indicating Sir Keir is struggling in the polls and many MPs despondent about Labour's fate at the next election, Andy Burnham is seen as the sole senior Labour personality with favourable ratings with the public.

If Mr. Burnham choose to stand, several hurdles remain. He would need to be selected by the NEC—where the chances are not in his favour—and then secure victory in the byelection against challenges from Reform UK and pro-Gaza independents, all before any possible bid for the leadership.

Efforts to Block Burnham

Senior Labour sources have said that a "Block Burnham" campaign is already in progress, with the party machinery being closely managed by key allies of the Prime Minister.

The Prime Minister himself commented that the by-election procedure was in its "initial phases" and urged his MPs to stop talking about possible contests for the leadership.

Andy Burnham, speaking before the MP's resignation was confirmed, said to journalists: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."

Financial and Political Dangers

NEC members have reportedly pointed to not only personal animosity towards Mr. Burnham but also the prohibitive cost of a mayoral byelection in Greater Manchester. This could divert an estimated £500,000 in party funding from other crucial elections across the country.

"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," one source said.

Several insiders also expressed concerns about Nigel Farage’s party potentially fill any vacancy created by Mr. Burnham, which would represent a major political win for them.

Role of the Unions and Democratic Concerns

As a publicly elected mayor, Mr. Burnham would require the NEC's permission to stand. There is also speculation the committee could impose an all-female shortlist to block his nomination.

Yet, one Burnham ally counselled against presuming the NEC would simply block his candidacy, despite Sir Keir's team is largely believed to control it.

The unions hold a significant proportion of seats on the NEC. While the biggest unions are for now keeping their counsel, sources indicated they would be opposed to anything seen as interference from Downing Street.

The leader of the Fire Brigades Union said: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."

Electoral Challenges

The seat in question has a considerable Labour majority. However, Reform UK is expected to launch a strong campaign, capitalising on support in one part of the constituency. Labour assesses it is on firmer ground in the larger Greater Manchester section, though it could face a challenge from pro-Gaza independents.

If Mr. Burnham re-enter the Commons, he would need the support of 80 Labour MPs to launch a bid for the leadership, a requirement that is far from certain given he is regarded with caution by a number of on the backbenches.

The departing MP stated he was stepping down due to deteriorating mental health, which had made it untenable for him to continue in his role. He also remains under a standards inquiry related to his membership in an inappropriate online group.
