Ukraine's leader Volodymyr Zelenskyy declared during his trip to Washington that the Russian president's move to request talks with Donald Trump indicates the Kremlin is feeling pressure. He remarked, "It's evident that Russia is scrambling to restart dialogue immediately after it learns of cruise missiles." These remarks addressed earlier musings about supplying long-range missiles to the Ukrainian military.

Political Developments and Global Responses

A former American diplomat, Dan Fried, observed, "Putin is attempting to derail the progress toward greater pressure on the Kremlin." He added, "We'll see tomorrow, but the chances of moving toward a truce by pressuring Moscow to get serious seem to have diminished."

This situation came after Trump had in recent days been hardening his rhetoric toward Moscow until Thursday's conversation with the Russian president, which the Kremlin described as "extremely open and trustful."

European Fuel Sanctions and Market Impact

The European Union have established a mandate for fuel importers into the European Union to prove their fuels are not made from Russian crude, according to a document published on Thursday. This step is part of the EU's forthcoming prohibition on purchases of fuels made from Russian crude, which forms part of its 18th restrictive measures against Russia over its war in Ukraine.

Financial experts noted that investment patterns appeared to be factoring in the possible reduction of India's imports of Russian oil. Several Indian refiners are getting ready to reduce Russian oil imports, with expectations of a gradual reduction, according to insiders familiar with the matter.

"This is a positive development for the oil market as it would eliminate a major buyer of Russian oil," commented Tony Sycamore, adding that crude values were stable on Thursday.

Military Developments and Infrastructure Strikes

A large-scale Russian drone and missile assault targeted energy infrastructure in Ukraine's eastern regions on Thursday, causing outages in multiple regions. Authorities in Ukraine reported that Russia launched hundreds of drones and many of missiles, along with aerial munitions.

"This autumn, the Russian forces use every single day to strike at our power facilities," said Ukraine's president, noting that strikes impacted the regions of northern Ukraine, eastern Ukraine, central Ukraine, Sumy and Vinnytsia.

Global Political Responses

Kyiv's envoy to Washington, Olga Stefanishyna, asserted that Russia showed its real approach to peace through the "terror" of these attacks. "The Russian government yet again chose missiles over dialogue, turning this attack into a clear blow to current peace efforts," she said.

Meanwhile, the EU's foreign policy chief, the bloc's representative, stated that the European Union had little option but to strengthen anti-drone defences against Russia. She revealed a "plan" to prepare for possible security challenges by 2030, including a novel defensive network to be completely functional by the end of 2027.

The proposed system, dubbed the "EU defensive program," is projected to begin working in its first phase by the 2026 timeline and be completely operational by the end of 2027. Brussels hopes to obtain the backing of EU leaders at a summit in the coming days.
